DBE certifications were created because companies wanted to enhance their supplier diversity and knew there were thousands of women-, veteran-, LGBTQ- and minority-owned businesses in the U.S. doing great work, but they didn’t have an easy way to reach them like they did the larger firms.

For the California Department of Transportation Unified Certification Program for Caltrans, contractors that meet or exceed DBE hiring requirements often experience a competitive advantage when seeking contracts supported by U.S. Department of Transportation funding. So, the more you work with a DBE-Certified business, the higher the possibility that you will gain access to funding. The Joint Office of Energy and Transportation was formed by the Department of Energy and Department of Transportation to support the development of a 500,000-station national network called for by President Joe Biden. He also wants half of new U.S. car sales to be electric by 2030. Ultimately, that will require roughly $90 billion in infrastructure investments, reinventing the economy around electrification. 

The California Public Utilities Commission developed the Supplier Clearinghouse Certification due to their requirement to have all investor-owned electric, gas, water and telecommunication utility companies with gross annual revenues in excess of $25 million to increase the use of women-, veteran- and minority-owned businesses. The Commission certifies and audits these businesses on behalf of the individual utility companies to provide them with a reliable database of certified firms, but does not guarantee a business will receive contracts. That of course is up to the business to actively search out contracts, demonstrate their capabilities and perform stellar work. While this certification is from a California regulating agency, many other states’ utilities accept the standard due to its stringent process.

The New York State Minority- and Women-Owned Business Enterprise Certification staff said S Curve Strategies is one of the only women-owned businesses focused on Transportation Electrification. This is important because New York is investing $150 billion in the nation's largest infrastructure program, reinforcing its commitment to low-cost clean energy to power its economy and protect the environment. The State’s transportation electrification programs span everything from waste hauling to mass transit and passenger vehicles to ferries. In addition, the Mayor’s Office of Climate and Sustainability announced a $75 million investment in electric vehicles and electric vehicle charging infrastructure to support the City of New York’s vehicle fleet.

The Women Business Enterprise National Council Certification is recognized by corporations and federal, state, and local government entities as the largest certifier of women-owned businesses in the U.S. The nonprofit organization actively provides its thousands of National Corporate Members marketplace access to its certified businesses and is the leading advocate for women business owners and entrepreneurs. Businesses certify by providing extensive financial and business performance records and receive an on-site inspection. Businesses must re-certify each year, which ensures a national standard that can be trusted.

The U.S. Small Business Administration Women-Owned Small Business Federal Contracting Certification program results from the federal government’s goal to award at least five percent of all federal contracting dollars to women-owned small businesses each year. Concern for small businesses intensified during World War II when large industries beefed up production to accommodate wartime defense contracts, and smaller businesses were left unable to compete. The Small Business Administration was born out of this effort to ensure qualified small businesses owned by veterans, women, and minorities were considered for government contracts. The special designation of Women-Owned Small Business is administered by the Women Business Enterprise National Council.
